Weebly is a website builder, not a payment app — and that distinction matters for expats. Signing up, building, hosting and editing a site all work from anywhere with just an email and password. There's no US-address gate, and the subscription can be paid with a US or non-US card. For a personal site, blog or portfolio, your location is irrelevant.
The complication is selling. Weebly is owned by Square (Block), and its native checkout runs on Square — which only lets sellers operate from the US, Canada, Japan, Australia and the UK. From Thailand, the Philippines or Costa Rica you can't open a Square seller account, so the built-in payments are off the table (buyers anywhere can still pay a supported seller).
The honest drawback: an expat running a Weebly store from outside those five countries has to route checkout through a gateway like PayPal or Stripe instead of Square, and some eCommerce perks are geo-limited too.
