Paramount+ is geo-fenced country by country, so the honest answer for an expat is that it depends where you are. Across Latin America it's officially available — Argentina, Costa Rica and Panama each have their own Paramount+ at roughly $4.99/month with local payment. There you simply subscribe locally and stream without a VPN, though you get that country's catalog, not the US one.
Southeast Asia is the weak spot and the admitted drawback: there's no standalone US-style Paramount+ across most of the region. Vietnam, Malaysia and Indonesia have no native service; Thailand only gets a Paramount+ section inside the local Monomax app; South Africa is served indirectly through a MultiChoice licensing deal. In all these places a US account won't show you the US library.
