Keeper is a fully cloud-based password manager with no geographic lock. We created accounts from Thailand, the Philippines and Argentina using nothing more than an email address and a master password, and the web vault, browser extension and mobile apps all loaded normally without a VPN. Your data syncs through Keeper's AWS regions, and the experience is identical to signing up from the US.
Payment is where Keeper is unusually friendly to expats: the checkout accepts international credit cards as well as PayPal, so you do not need a US card or US billing address to subscribe. The honest drawback is SMS two-factor authentication — text-message codes to a foreign mobile number can be delayed or fail to arrive in some countries. It is not a dealbreaker, but it is real.
The fix is simple: skip SMS and use an authenticator app (Google Authenticator, Authy) or a hardware key for two-factor, which Keeper fully supports and which works the same everywhere. Prices are quoted in USD and are the same wherever you live, billed annually, so there are no regional surprises at renewal.
